Penalty issue

sir, am i violating any of the provisions of the bye-law if i fix a split air conditioner compressor in the duct area of my toilet area? can a general body pass a resolution to levy penalty when the subject matter was not in the agenda of the notice? can a general body pass a resolution at the fag end of the meeting when there are few members present and that too without me being present in the meeting? whether the society can charge interest on such penalty amount and recover from the memember as comntly contribution? to whom should i approach if i have to sort out this grievance?
