Penalty charges imposed by the cooperative housing society

Dear Sir, 

I reside in a cooperative housing society in Mira Road. The society managing committe bearing of 14 members had passed a decission in one of the managing commitee meetings to impose a charge of Rs.1000/- for any renovation work that may be deemed illegal by the society. The same charges has not been passed in the AGM and the letter has been circulated to all the members. 

My query is - Can the MC alone pass such charges without the consent of the members of the Society in the AGM.
