Payment of cxecise duty after closure

One of my friend was making aluminium utensils from manufacturing aluminium circle in his factory and paying duty on aluminium circle on compound levy basis. He has closed down his manufacturing unit totally since last four months. He has got the stock of only finished goods made out of the circles so manufactured earlier in his plant.  

Is he required to go on paying duty on compound levy basis on aluminium circle till the stock of all finished products is not sold out?
