Partition deed of poperty

I desire to divide my property , in name of   1. wife , 2 elder son, 3. younger son  and 4. self , in four equal shares. Is any   stamp duty to be paid in Maharashtra ?. I understand that recently Revenue Minister has made a statement in assy. that  no stamp duty to be paid while transfer to blood relations.  Is it valid, pl. advice .
