Order 9 rule 7 meaning

Can anyone please tell the proper meaning of order 9 rule 7 read with section 151 CPC under injunction suit case ??

Is it only for keeping the expartee orders aside ? Or it is for early disposal of the matter also ?

Under Order 9 Rule 13 CPC an ex parte decree passed against a defendant can be set aside upon satisfaction of the Court that either the summons were not duly served upon the defendant or he was prevented by any “sufficient cause” from appearing when the suit was called on for hearing.
