Option for fixation of pay - query regarding

Am working in pay scale of Rs. 15,600-39,100 with grade  pay of Rs. 5400 and got promoted on 22 sep 2015 in grade pay of 6600 with one increment of 3%. Now i have to give option for promotion with effect from date of promotion i.e. 22 sep 2015 or date of next increment i.e. 1 july 2016. 

Since pay commission will be implemented from 1 jan 2016, i will get 2 promotions on 1 july 2016 on new pay fixed  on 1 jan 2016(If  i opt for increment on 1  july, 2016).

If i opt for increment from date of  promotion i.e. 22 sep2015, i will be placein lowest band of  gp 6600 on 1  jan and will get only one increment on 1 july 2016. and i will be in loss in that manner

am i correct? and which option should i choose?

why do not you  wait for notification instead of getting advise without any legal base.

I had been recently promoted w.e.f. 22.9.2016 and i have to give the option within one month. therefore, kindly answer, which option would be better for me?
