One person has two voter id's(two diffeent epic number)

Good that the issue has been raised. There are many many many such instances.

Many have got multiple caste certificates, multiple job enrollments in different employment exchanges etc. In fact, this is a way of living for many, including the topmost of the top OFFishers, Netas etc. Many of the so called permanent employees have got jobs by this. Regularisation/Absorption has added multiple dimensions to this menace. THIS IS CORRUPTION, NEO-CORRUPTION.

This is also a kind of cheating. This matter has to be referred to the state election commissions who have to conduct a enquiry and institute appropriate legal actions against the defaulter.

this doe snot appear to be case of forgary.  it is offence under RP Act.

1. Rules 11A, B of RP Act pertain disqualification from voting. - Voter ID Card SHOULD HAVE BEEN USED FOR VOTING ALONE & NOTHING ELSE.

2. But the purport of the question is very very deep. People have used the voter ID card to get employment registration, employment itself etc etc etc etc. The Gvt mechanism has been involved in frauds. The policy is in itself wrong.

THUS, IT IS CHEATING, FRAUD, NEO-CORRUPTION OF THOSE WHO KNOW RULES, LOOPHOLES & PROFITTING OF THEM. 

THE PUNISHMENTS SHOULD DEFINITELY BE VERY VERY ROLE MODEL DETERRENT FOR THE ENTIRE POPULACE (Being shown by the successive 571s, 891s as Billion plus).
