Office bearer of cooperative housing society

please rephrase your questin for better clarity.

Ok 

A member from our  housing society is acting as Treasurer since Sept 2016. But, he doesn't have Share Certificate for the said flat ? Is it legally OK because technically as of today he is not member of the society

Only members of the society are eligible for such posts. Give a complaint to the Registrar of coooperative societies in your state.
