Odisha land reform act

I am from odisha state.I went to a bank for housing loan but bank denied me to grant the loan by saying that as I belong to Scheduled Tribe community and my property can not be mortgaged. Is this fact true.If true then what is the reason behind it. kindly tell

Show the document qua land/ property being mortgaged by you, to a local prudent lawyer for better appreciation of facts and guidance.

There is and cannot be any such Rule or norm. Take up the matter with higher authorities. If it is a public sector bank, try to obtain the relevant information under the RTI Act.
