Non occupancy charges

I have given a flat on rent in Mumbai. In addition to 10%of service charges as non occupancy charges, the society is charging open space car parking at the rate of Rs 600/ PM for the leased flat as against Rs 100/ PM from the resident members. Now a new demand has cropped up. The society is asking an interest free deposit of Rs 20,000/. I had complaines to the reDeputy Registrar and got an order for the society to withdraw this demand, which they did not comply. I informed the Deputy Registrar and he sent me a letter that action can be taken against the society as per some Rule of 1960, but he has not enforced the same sor the last 8 months or so.

Firstly please let me know, whether these demands are justifiable. if not. then why the Deputy Registrar has shown such an attitude.What is the course of action for me now? To go to the court, even the advocate fee will be more than my loss. Should I lump this unjustice and agree to these demands?
