Non issuance of sales agreement

Dear Forum Memebrs,

I have purchased a property in Ghazizbad, Uttar Pradesh. At the time of sale an agreemnt was signed by me but the same was not handed over to me by builder as some part of advance amount was pending. 

The pending payment was cleared by me in few months to builder and when I asked him to hand over the sales agreement, he insisted me to sign a new agremment, resons unknown to me. 

Please guide me how to handle this situation as there is no sign of flat possesion and I also don't have the sales gareement, inspite 90% of amount has already paid to builder.

If you have all proofs regarding the transaction and photocopy of the sale agreement you made with the builder file a suit for specific performance against him.
