Non delivery of goods by vendor

Hi all,

I had recently paid a packer and mover group to shift some of my household stuff from Kolkata to Bangalore. He has given me a receipt and i have a copy of online payment made to him. the promised delivery was that withing 10 days, however its more than a month he has not delivered the goods. 

More importantly he is deliberately not answering my calls and refusing to give an update. I wanted to know what is the legal action i could take against him. Please advise.
