i work in a state government autonomous institute. i wish to apply for a re issue of passport in lieu of a lost passport. my institute staff are not issuing NOC/IC inspite of repeated reminders and requests (one of the clerks said NOC/IC is not required for autonomous bodies and none have applied for it in my institute, while another said they may write to passport office seeking guidelines in case of lost passports). I do not have any pending or contemplated enquiry against me. my passport appointment is in 15 days. what should i do?
