what is the procedure if someone having properitor firm holding with service tax of service tax registration. he had not filled half yearly return to the service tax department because he is exempted by the department under 10 lac turn over rule. the firm was registered in 2008 in service tax.

first of all, you did not mentioned, for which year or f.Y. you have not submitted the service tax return.
If not submitted then, you have to submit it with be lated return of service tax, whether you have not made any transaction.
