I am renting an apartment in chennai for the past three years. Last week, the apartment association enforced a new charge Rs.2000/- for move-in/move-out expenses for wear and tear for using lifts and for using generators. While moving in, we were not informed about this charge. I am planning to move-out in december 2014. I am paying the monthly maintanence charges without fail. Also renters are not allowed to attend their general body meetings. I want to know whether I can file a harassment case against the apartment association.
