Complain to higher official. Track down the offender, and when he is available within jurisdiction, go to police station and request them to execute the summons.

Apply to the Court to take action against the SHO, for delaying the execution of the Warrants. The Court that has issued the Warrants can demand the personal presence of the SHO, and also direct him to file the reasons on non-execution.
