Does a Central Government Servant have recourse to any remedy if he has been recruited for a paricular job but is assigned to a job which is unrelated to his qualification.  For example a Engineering qualifed person being given a clerical job?  are there any CAT or court cases relating to this?  thank you

For some administrative jobs only SSC or Intermediate or Degree is required. If a candidate possesses required basic qualification for the job he is eligible.

Sir, Thanks for the prompt reply, but let me elaborate my question.

If an Engineering graduate is recruited for a post whose nature of duties is of engineering nature for example engineering drawings etc, and if he is formally or informally (not for a brief period, but almost permanently) given work which is clerical in nature for example in administration related areas, is it violation of natural justice.  Does he have the right to refuse to do this work which is not in the nature of duties of the post for which he has been recruited on the ground that this is in violation of the recruitment rules?  Is there any litigational precedent?

What were the charges against you if you dont mind me asking?  If he represents to the employer, my guess is he too will face the wrath of the Department because that Department has a reputation for such types of things.
