Dear expert, I have purchased a
flat in dumdum under south dum dum municipality,Kolkata in 2011. At time of purchase, promoter has done the registry in my name. But till now promoter has not delivered me Completion certificate due to which I am unable to do mutation in municipality. promoter is no more.
kindly advise me how to do mutation.
