Mental harasment by superior in govt office

My wife is working in a state govt office as a clerical assistant. She had applied for transfer due to family circumstaces. She was reguraliy scoled and thretened openly by her lady superintant for applying. On 29 Nov 2016 she had forced taken my wife to office toilet room and thretened her with dire consequences and while come out forced to wash face with cold water. After two minutes my wife fell unconcious and coworkers admitted her in govt hospital. She was diagonied as TIA transtion istmic attack in brain due to mental shock. Upon my complaint there has been a fake departmental enqiry which result not known to me. I also complained to nearby police station but no action. What can I do further. Please suggest.
