Maintenance appeal

Hi , I have small query . I am onwer for one of the apartment . I didn't pay one month maintence , while vacting the flat aprt association members have locked the main gate , do they have the right to close it . and the association members have not shared the bills and expenditure report till now ,it has been almost a year . can I file a case against them?

As a flat owner in an apartment, has to obtain no objection certificate/no dues certificate from the association members office.
