If you are reporting a cognisable crime and thepolice refuse to register your FIR, you can make a complaint to a higher ranking officer such as the Superintendent of Police (SP), the Deputy Inspector General (DIG) or the Inspector General of Police (IGP) under Sec. 154(3) Crpc.

Even after submission of compliant to Senior Police officials no FIR is lodged then the informant is legally entitled to file a complaint to the Judicial Magistrate/ Metropolitan Magistrate u/s 156(3) read with Section 190 of the criminal procedure thereby requesting the FIR to be registered by the police and commencing investigation into the matter.

You could have opted for examination by a nearest medical specialist/Civil hospital..and taken help of near and ear ones, community leaders to approach senior police officials..

The state and court can order to get CCTV footage with sound bites..

If you are unable to handle on your own lean on  your own very able senior LOCAL counsel of unshakable repute and integrity specializing in criminal matters and having successful track record ….. and worth his/her salt …and discussed in person………….
