Lying to the court - document in case diary

Hi,


In Civil cases (CRPC 125 in family court) or criminal ones (DV case) where one wants to submit something in writing - say any facts not brought before the court so far OR argument OR evidence OR any observation about the previous statements made by either parties - what is the proper procedure to do so that the written statement gets documented as part of the case diary.

Is making written statements thus documented more effective than oral arguments / statements?
