Licenses required to open domestic & international bpo

Hello,

I am from Gujarat, Vadodara. I need to open BPO for domestic and international services in Gujarat, Vadodara.

Now I am stuck up with the following issues, mentioned below:

1) Which licenses should I acquire before starting this business?

2) Is it advisable to open the company at my residential bunglow which is being constructed in the year 2003 and no one resides there?

3) How much cost will be incurred for acquiring the licenses?

Kindly guide me through the above questionerries, so that I can start up without any hesitations.
