Yes you can sell your self acquired property anytime without taking permission or consent of anyone whether your wife or children.

1.  You can sell your self-acquired property, subject to:
a)  That you are mentally stable /fit,
b)  That you are not under debt, to anyone, whose liability could fall on your wife & children
