Learning license

Dear Sir,

My wife approached for getting Learning license from RTO. But, she was not given the license. . Because she didn't have age proof document. They are insisting on age proof.

She has Voter id, and her name appearing on the family ration card. She got the affidavit done for not having age proof.  There is no other document available.

Pls assist on how can she get the LL done.
