Land ownership

Dear Sir,

I am resident of a colony which is consisting of 87 plots; of total layout, out of this layout some part of the land was left for the park for the 87 plot owners but during the process of development some politician came forward to build community hall from the MPLAND fund in the open area in the layout for the colony. It got build we colony residents expected some benfit from it, but after completion of the work Panchyat Department took over it and not allowed the residents to enjoy the befit of the community hall saying the it is belong to government property and started renting to outsider for marriage and other parties  on commercial basis.  Despite of the over representation we are been ignore

I request through this foram that do we have any  right legally to fight  if yes how and do any relevant judgments are available in this regard in the Courts of Law
