Land freeze

Hello, We own a 175 acre property in Gujarat. This property falls under private forest area. The property was purchased by my father in the year 1996 for investment. There was a stay on the sale of the property by my father's partners and the stay was subsequently dropped in the year 2012. In the meanwhile, government brought this land under land freeze since we owned more than 52 acres of property under some land ceiling act. Now my questions are as follows: 1. Can we start farming at this land? If yes, do we need some permits? 2. In order to remove the land freeze order what are the steps? Thanks, DK
