L.g.-t.v. -due to high voltage its panel was burnt

I have purchased L.G. T.V. 03-03-2011 , all of sudden it stopped working , verified with L.G. service engineer , confirmed that due to high voltage its panel was burnt and only replace with new one which will cost About Rs.25,000/-

1. What is my legal options to claim loss ,
2. Who will compensate , supplier or state electricity board
3. Or any other options kindly suggest
