Judriction of cat bangalore

My present place of posting visl SAIL bhadravathi. Can I file case in CAT Bangalore for service matter pertaining to previous place of posting RMD Bolani mines of SAIL coming under sail office RMD Kolkata. Matter : no leave salary paid for sanctioned and approved special casual leave.
