Joining at central govt job from state govt

Respected sir

I am working in a state university as  Assistant professor,  i completed my probation now, but there is a bond  for 3 yrs is existing. Now i got a job in central government  through a all India  competitive exam, when i applied for this post i had not forwarded the application form through proper channel, since it was not instructed to do so by the  exam applied for. Now i want to join the  central govt job. 

how can i join the new job? will the bond  have any  negative effect on  my next job, if i resign and go? Is it possible to relieve now?

Thank you sir for your reply. conditions were clear but with out signing it was not possible to join at that time.

I decided to leave this institute.  Sir, now they are asking to pay all the salary which i have drawn during my 2 year service  while resigning.  what should i do sir now?
