Issue of property documents - a handwritten one vaild?

Dear Experts,

 

These days, all important property related certificate like EC, Phani, Khata (issued by a government agency/office), it is ALWAYS computer-printed and even the date and time of print is given. Also the amount collected for the issue of the document. The document always has a HOLOGRAM.

 

Recently, I saw an Encumbrance Certificate (EC) - Form 15 issued with official seal of a Sub-Registrar (Karnataka) But all the details of are hand-written and look like they were just copied from the sale-deed The date & time are not given. Fee collected is not mentioned. There is no Hologram also. 

I get a strong impression that it is almost fake. The person who acted as a middleman, just collected some formats (perhaps downloaded) and prepared the SEAL too!

This is only with karnataka state. If the EC is sought for 2004 n earlier it will be written by hand. Since it was not computerised then.

The EC was issued just last month! So I can conclude that it needs a recheck with the office itself.
