Is passbook mandatory for agricultural land registration ?

My Grandfather has three sons, They have possessed his land after he passed away. Later the land was registered to all the three sons.But the issue is they didn't make passbooks yet and not coordinating with each other because of personal issues. Now my father is in need of selling part of his land. But without passbook how can we sell the land? Please suggest some better way.
