Is any permission required for an schedule caste/tribe to sell his land in bihar?

My Dad has a land in bihar but we never stayed there. Now we want to sell the land but we heard that we need to get some permission's as we belong to Schedule Caste. I even heard that the Court have ruled out that permission requirement. Any response would be appreciated. Thanks, Bijendar
