Illegal registration under professional tax of the residential property

Hello, What steps can be taken if a tenant has registered his business (no longer operational) at my property. City Civics authority are claiming the tax amount which has not been paid for further cancellation of property address. Which party is responsible for payment?? Also under the rent agreement, it has been mentioned for no professional use.
