If someone can explain the meaning of the following quote.

An order passed on writ petition questioning the constitutionality of a Parliamentary Act whether interim or final keeping in view the provisions contained in Clause (2) of Article 226 of the Constitution of India, will have effect throughout the territory of India subject of course to the applicability of the Act.

I am not studying law, i do not have access to law teacher .

That's why I am on the forum . If i personally knew a laywayer or had access to law college/universties , i would not have asked this question here .

sir i represent my case myself because of many reasons . 

I want to quote the following judgement at consumer form, where my case is pending for 2 years .

JK Mittal VS Union of India & Other having case no WPC 8285/2010 & CM 31319/2010.

there are many other judgements of similar nature which i want to quote but those judgement were passed by other high courts .

if these judgement would be applicaple at consumer forum .

It would be very helpful for me if I can use these judgements to sustatin my claims .

that's why i wanted to know the meaning of the above judgement .

According to my humble understanding my answer is "yes"
