Icar technology transferrelated

Developed a technology with ICAR institute in a collaborative manner but didn't sign any agreement before entering in to it.Had many conversations through email as proof.After realizing this technology can be given to any others by institute we demanded to sign Joint IP.But the request was rejected by ICAR institute saying there is no pre collaboration agreement signed as per ICAR guidelines. IS EMAILS VALID PROOF? ANY SOLUTION TO GET THE TECHNOLOGY AS OUR OWN
