I heard that consumer gives a quick decision is that true

Respected Sir/Madam , Myself SreerajIyer,I have booked a 1 bhk flat in Mumbai which is still not constructed as they had a preopening scheme I have given them 15lac as a token of booking and I have a receipt for the same .Its 3 Yrs now I have not got my MOU .No the builder is telling as we are not getting CC and as we are wating for the same .Our Directors have decided not to give MOU to any buyers. As we are asking the money back with interest he tells do whatever you want to do he tells us to go to court he tells we will only pay the given amount that also I don't no when he will .As we don't want to go to court as It will take decades, can you please let me know if I file a case in Consumer Court against the same ,as I heard that Consumer court gives a quick decision is that true and approx how much time it take in Consumer Court.
