How to probate registered will if the witness is not found

Hi,

My Father made a registered will around 20 years back for an immovable property (Land) -which is in free hold condition now.

Both of my parents peacefuly died now. 

When I am trying to apply for probating that will the advocate is asking for the withness who signed the will -when it was registered. On that time the advocate who made the will and his senior signed the will as withness.

But after 20 years now I am not finding them - In such case my question is whether it is mandatory for withness of the will to present themselves during probation of the Registered ( At city civil court ) will? 

If not then what is alternative?
