House owner deducting very high advance while vacating

Hi All, I have been staying in a rented house for a year now and I am planning to vacate the house. The house should be about 550-600 sqft. The owner is asking Rs 8000/- as maintenance charges which would be deducted from the advance amount. Monthly rent was Rs 5000/-. I told him that to either deduct Rs 3500-4000 as maintenance charges or else I would do the painting with professional painters, for which he is not allowing. Is there a legal way wherein Police can be called for help in this matter. Please help me with a suggestion. Regards,K S Vishal
