It could be done only with consent of your Husband .When a bank Loan is Prevailing the Property Can Not be Transferred to your Name.Better get a Power of Attorney Registered in your favour by your husband and Once the Bank Loans were Cleared you could Register it in the Name of your self or your children Or if you wish you could dispose it your self and your husband's Presence Not Required.
