Handmade soap company requiring gmp?

Dear Sir, 

I have a small handmade soap company. We are an EXIM company. We have already obtained our Trade License and registration with MSME. However we experienced difficulty in exporting our handmade soap at the air and sea cargo ADC center. Upon enquiry, we found out that handmade soaps are classified under Drugs & Cosmetics Acts. We were told to obtain our manufacturing license which can be in either a Cosmetic or Audyvedic license. For these licenses, we were referred to a consultant and he is an expert in helping company to become GMP registered. Understanding from him, we need to have lab technicians, machineries, right building structure, etc to qualify to pass GMP inspection. The total estimated cost can be as much as 30-40 lac. As a small handmade soap producer, this sounds ridiculous. In the first place, we do not require machines to make soaps and we do not need 3 technicians to check on us all the time. Not only the investment is high, the monthly recurring cost will increased significantly. We are not sure if we will have that kind of sales volume to cover the cost.   

I will appreciate if you can advise us of an alternative solution.
