Gujrera applicability of vuda approved project (not rera approved)

I had bought house in vadodara with pecafica group. Welcome develper but they have some issue between developer and landowner. I had paid full value of house. (a) They hide the ongoing issue of internal fight and taken full value of property from us. (b) They are not executiving sales dead due to issue between partner (Land owner and developer). They had file case in arbitratage. But its their internal matter. My property registration pending for more than 8 months. What shall i do? How can i file case if project doesnt have register under rera?
