I need urgent help. Mr. Mohd Anees was in clerical job in dairy dept. in Indian Veterinary Research Institute (a dept of central govt) situated at Bareilly Dist. UP. He had 1 son and 6 daughters out of whom now his son and 4 daughters are married. He died in 1998 due to cancer and in his place his wife Shafia Begum got the job on compensatory grounds and pension as well according to the law of that time.
Shafia Begum started having illegal relation with a high court lawyer who is the father of international tennis players. With the help of that clever and cunning lawyer she took power of attorney from all the children even from the from the minor girl who is minor till date. They sold their forefather's prime location home for about 12 lac and after that they bought a new piece of land from Shafia Begum's brother for about 2.5 lac at a cheap rate.
Now Shafia Begum with her kept lawyer starting beating her unmarried girls and turned away her unmarried girls who started living with one of their married sister. Her elder sister Gulfishan w/o Mohammed Tariq became the custodian and stated taking care of her younger sister.
A complain was filed in IVRI (Indian Veterinary Research Institute) against Shaifa Begum addressed to Director who did not show any willingness to help and inspite of many reminders there was no result. Then we met with the General Director of ICAR ( Indian Council for Agricultural Research) who directed the director to set up an inquiry against Shaifa Begum.
A committee was set up against Shafia Begum comprising of 3 member who belonged to IVRI itself and who have already worked with Shafia Begum. In a report Shafia Begum was found guilty of not taking care of her own dependent children and the committee gave the decision to give each child 15% of her salary and pension as well.
Later the dept asked for an affidavit mentioning the acceptance of the decision and opening the account in the bank for the same.
The dept gave us only one day by sent us the letter and that too at the wrong address so that the decision could be put null and void. but however we completed the formality in one day and submitted it. The dept did not implied the decision and it is more than two years thereby harassing the young girl. The girls were made to sit in the office from morning till evening in the hope of a favour and with no results. The dept. delebrately prolonged the case. The poor girls were deprieved of fooding clothing and housing and education. And finally a girl who was lured by her selfish and cunning mother went back. The dept denied the information asked in RTI inspite of informing them that the document used by the accused during joining the central govt job were not valid and the age given in her doc was also not right and she took LTC for travelling along with her children when her children were in school, the dept denied to give the information. It was on the instruction of Central Information Commission that they had to give the information but not yet they have given the complete information.
Charges against the dept.
1. First of all they denied any help saying that nothing could be done. It was on the instruction of General Director that a committee was set up.
2. The dept gave us only one day to furnish the required details and has been giving the excuse that the accused has not yet given given the affidavit.
3. The dept sent the letter to the wrong address but any how we got it.
4. The dept advised us to open the account in the bank. We opened the account for all the girls with great difficulty but now they have wasted two precious years of young girls' life
5. It was brought to the notice of the dept in writing that a frogery was done during joining the dept by the accused.
6. It was further brought to the notice of the dept that the high court lawyer who was giving regular visits to IVRI used to make maps. It was complained to the director and the investigating committee that this could make the map of IVRI and sell it to any organisation and that could be of dire consequences when it comes to nation security. No attention was paid. The HOD, due to the disturbance of the outsider's regular visit and on the complain of employee (who died in a road accident in a very mystrious conditions) transferred to a different place as a punishment.
1. Inspite of all the aforesaid complains, she is not complying with settlement done by the committee. A notice has been sent to the dept and the accused in this regard.
2. Shafia Begum took power of attorney illegally from a minor girl
4. Without the knowledge of her minor daughter she deposited in bank some thousand rupees and took her to the bank to take out the money so that she can proof in future if the minor girl stands against her.
5. Recently she has lured that minor girl that she will get her married. The girl is minor till date. The mother, so that the girl get married and should be no more dependent to claim the maintainence, got her married.
We have the high school record and the record of her father and mother service file to prove the age and we have the copy of her nikahanama.
We have the proof that another girl when married was minor.
Please guide us what action can be taken against IVRI who was ignorant of national security and humanity and what action can be taken against the accused.
We really need urgent help as the dept tempt us saying that it is india and u know how laws are prostituted in india. Let us see how you force us to implement the decision made by us.
