Government service matters

if the sanctioned strength of a particular cadre has both permanent and temporary strength, what does it mean? i.e. What is the distinction between this permanent and temporary sanctioned strength of the same cadre???

SANCTIONED STRENGTH... POSTS IN A PARTICULAR CADRE ARE AS PER YARD STICK IN A PARTICULAR DEPARTMENT... REGULAR, FUNCTIONAL,and existing vacancy posts are filled in by selection, or through DPCs... EVEN ADHOC SERVICE CAN ALSO BE FILLED IN AGAINST EXISTING, SANCTIONED STRENGTH, BUT ADHOC SERVICE PERIOD WILL NOT BE CONSIDERED AS REGULAR SERVICE UNLESS REGULARLISED THROUGH DPCs... TEMPORARY, TIME GAP ARRANGEMENTS MADE ON SANCTION OF EXTRA POSTS IN THE EXGENCIES OF SERVICE IN A PARTICULAR CADRE... FOR CERTAIN PERIOD ONLY AND SPECIFIC SANCTION, PERMISSION HAS TO BE TAKEN FROM FINANCE, ACCOUNTS DEPARTMENT...
