What are the general rights of a nominee vis-a-vis service gratuity, provident fund, salary, other dues in the event of the demise of a government servant?

Without a written will who may be deemed to be legal successors?  Can legal successors claim the proceeds of the above dues or portion thereof?  Can people mentioned in the Certificate of Succession obtained from the Court lay claim to the same?
