Funds transferred to wrong bank account via upi

I've transferred 40000 INR to wrong HDFC bank account via UPI. I've registered complaint with my bank 3 months ago. Now I got a letter from my bank saying that "benefeciary bank has insufficient funds to revert back to you. hence, they've marked lien to his account" 

What are the proceedings? Can I reach to a consumer forum regarding this issue?

Dear querist,

I do not think consumer forum will help you much in this regards, if bank has marked lien in the beneficiary account that too is bold step by bank normally bank do not do so. Contact with beneficiary for settlement.
