Fore-father's land registered for building a temple in 1932

Dear sir/madam, my fore-father had registered a land to a person for building a temple in 1932. The conditions for registration are that he should only build a temple in that land and he can not sell it or give it to others. After some years, the person who got this land had died before building the temple and he was not married during his death. Now the land is empty and there is no temple built in it.

As there is no temple built in that land, can we reclaim our land?

Whom does this land belongs to currently is that belong to govt or the sons of my fore-father?

If the land belongs to us as per the law, Is there a way to reclaim it with out filing a case in court because the court cases might take years to resolve, may be by requesting the local MRO or Collector?

Sir/madam, someone please help us with the procedure of reclaiming the land back with out court involvement.
