Forcible removal of tenant's belongings by flatowner

Hello,

Please advise if forceful removal of tenant's belongings from the flat in possession of tenant by the flat owner is purely a civil matter or also falls under Cr PC.

Police are claiming that this is a purely civil matter and are refusing to take any action including an FIR against the flat owner.

Tenant's possessions have been removed by the flat owner forcibly and kept at some unknown place. Police are also refusing to accept the complaint of theft.

Please advise which IPC sections will be applicable for the abovementioned offences.

Thank you in advance for your help.
