Forced to pay bribe

I had to apply for some documents in government office to be able to start a NGO. I used a lawyer. He said I had to give him Rs. X for him to bribe an official. I didn't want to for moral reasons. I was willing to pay more legal fees, wait longer but just no bribes. He then said, if I don't give him the money to bribe, he will quit the case halfway. I had to give in. I want to do something about it. I know the Bar Council route. But nothing comes ouf ot in my state. Other than filing a police complaint which too gets looked at rarely, what steps can I take?

It is all hearsay. He may deny that he told you that bribe has to be paid, or that you in fact gave him money to bribe somebody.

You might have paid it through cash.  It will be difficult in the first place to prove that you paid it.
