Flat owners' collective complaint to police seeking eviction

My Friend aged 48 yrs, (married) stays in Chennai with his Family. His two younger brothers (unmarried), twins, aged about 43 years, stay in Chennai, in an other place, with his Parents, in an apartment, owned by His elder brother, aged 50 yrs. Elder brother stays separately with his Family in Madurai. Other Apartment owners (about 5 of them), jointly, in the name of flat owners' association, gave complaint to Police that his two younger brothers are creating public nuisance in apartment complex in drunken state, and seeking Police to ask elder brother to evict his two younger brothers. Issue between the apartment owners is that his younger brothers ask statement of accounts for the monthly maintenance the association collects (association is unregistered). I respectfully ask learned Members as to Whether Police can ask his elder brother to evict his younger brothers, on the basis of this complaint.
